Much has happened since the decision by the OAU in 1993 to relinquish its non-interventionpolicy and to establish the Mechanism for Conflict Prevention, Management and Resolution.

During this period, the percentage of Governments which adopted measures aimed at maintaining their levels of immigration or non-interventionpolicies decreased from 87 per cent to 61 per cent.
