وتنص هذه الاستراتيجية على اتباع نُهج جديدة وإقامة علاقات جديدة من شأنها أن تلبي احتياجات مجتمع متقدم في السن في المستقبل وتنص الاستراتيجية على ثلاث أولويات: رفع مستويات العمالة وزيادة مرونة التوظيف للسكان الذين تزيد أعمارهم عن خمسين عاما؛ وتمكين كبار السن من الاضطلاع بدور كامل وفعال في المجتمع؛ وتعزيز الاستقلال والسيطرة على شؤون الحياة في الشيخوخة.
