This is the view expounded in the chapter of the Green Book entitled The Social Basis of the Third Universal Theory, which describes the ramifications of imposing a particular type of, or approach to, education and the effect that this can have of crushing a person's talents and denying his freedom of choice, creativity and self-expression, since regimented education is enforced ignorance.

Libya gave birth to the third universal theory — the middle ground between capitalism and communism — and presented the world with the Green Book, which resolves the political, economic and social problems of society in its three sections. Accordingly, Libya deserves to have a permanent seat on the Security Council.

With regard to the detention of women and girls in rehabilitation centres, we reject the use of term “detainees” to denote the residents of social institutions. On the principle that society acts as a guardian for those who have none, a range of social institutions were founded in order to take care of disabled persons, minors and women. Such institutions work to provide social security in the form of a life of dignity and health and social care free of charge, in accordance with the values of the Islamic sharia and the Third Universal Theory. They depend on the Social Security Fund, and consist of the following:
بالنسبة لاحتجاز نساء وفتيات في مرافق إعادة التأهيل، فوجب التنويه إلى استهجان ما ورد بتسمية نزيلات المؤسسات الاجتماعية (بالمحتجزات)؛ لأنه تحت مبدأ (المجتمع ولي من لا ولي له) أنشئت مجموعة من المؤسسات الاجتماعية، التي تعنى برعاية العجزة والقصر والنساء، وتعمل هذه المؤسسات على توفير العيش الكريم والرعاية الصحية والاجتماعية مجاناً، في إطار تضامن أفراد المجتمع، ووفقاً لقيم الشريعة الإسلامية، ومبادئ النظرية العالمية الثالثة، وجميع هذه المؤسسات تتبع صندوق التضامن الاجتماعي وهي:
