A new president will have to be elected, in an electoral process that should be free and fair and be conducted according to Lebanese constitutional rules devised without foreign interference or influence, in accordance with resolution 1559 (2004). Such an election will also help revive the ordinary and constitutional political process in Lebanon.

As for paragraph 3 of the resolution, concerning “basic notions related to information security”, in particular “unauthorized interference with or misuse of information and telecommunications systems and information resources”, Mexico emphasizes that the notion of unauthorized interference may give rise to undesirable confusion, inasmuch as it has connotations related to actions undertaken by certain States which, invoking questionable humanitarian and other grounds, interfere, either alone or in concert with others, in the affairs of other States.
وفي ما يتعلق بالفقرة 3 من المنطوق المتعلقة بتحديد المعايير الأساسية لأمن المعلومات، ولا سيما ما يتعلق بالتدخل غير المأذون به في نظم المعلومات والاتصالات السلكية واللاسلكية وموارد المعلومات أو الاستخدام غير المشروع لهذه النظم والموارد، تشدد المكسيك على أن مفهوم التدخل غير المأذون به قد يفضي إلى تشوش غير مرغوب فيه، حيث أنه ينطوي على مغزى مرتبط بأفعال تقوم بها دول معينة تتذرع بأسباب إنسانية وأسباب أخرى قابلة للنقاش تؤدي بها إلى التدخل، سواء بصورة فردية أو بالتنسيق مع دول أخرى، في شؤون دول ثالثة.
