Initiatives to implement commitment 9 of the World Summit included the promotion, through international action, of the mobilization of new and additional resources for social development, inter alia, by developing appropriate means of international cooperation in tax matters, exploring methods for dividing the liability of multinational corporations to pay taxes on profits among the various jurisdictions in which they operate, exploring ways to combat the use of tax shelters and tax havens that undermine national tax systems, and preventing tax avoidance and promoting treaties for avoiding double taxation.
