Paragraph 2 of the proposed text now subjected the rules on delivery of goods set forth in its subparagraphs (a) and (b) to the existence, in the negotiable transport document or negotiable electronic transport record, of astatementto the effect that the goods could be delivered without the surrender of the transport document or the electronic transport record.
