وثانياً، تنص مجدداً على واجب الدول بأن تمتنع عن الاعتراف بشرعية وضع ناجم عن إخلال خطير وبألا تقدم أي عون أو مساعدة إلى الدولة المرتكبة للفعل غير المشروع للحفاظ على ذلك الوضع(12).
