The Cotonou Partnership Agreement between the African, Caribbean and Pacific (ACP) States and the EU, signed in June 2000, provides for a preparatory period of eight years within which the EU will continue to provide non-reciprocal preferential treatment substantially equivalent to the trade regime of the Fourth Lomé Convention for products originating in the ACP countries.10 Following the expiry of the transition period in 2007, the ACP States and the EU would effect a new trade agreement or agreements, which would be designed during the transitional period.
وينص اتفاق شراكة كوتونو الذي وقّعه الاتحاد الأوروبي مع دول أفريقيا والبحر الكاريبي والمحيط الهادئ في حزيران/يونيه 2000 على مراعاة فترة تحضيرية تدوم ثمان سنوات يواصل فيها الاتحاد الأوروبي “معاملة المنتجات الواردة من بلدان أفريقيا والبحر الكاريبي والمحيط الهادئ معاملة تفضيلية لا تقوم على المعاملة بالمثل وتعادل إلى حد بعيد نظام التجارة المنصوص عليه في اتفاقية لومي الرابعة”(10).
