ونتيجة للإصلاح الهيكلي الذي شهدته قطاعـات الطاقة في البلدان المتقدمة والبلدان النامية على حد سواء(4)، والذي أدى إلى إنهاء نظم الطاقة المتكاملة، وإفساح المجال أمام المنافسة، وخصخصة المشاريع التي كانت مملوكة للدولة، وبخاصة في المراحـل النهائيـة للغاز الطبيعي والكهرباء، أصبحت الخدمات التي كانت تتكامل فيما بينها - مثل نقل الطاقة وتوزيعها - تورد من الخارج وأصبح هناك طلب على الخدمات الجديدة للاستفادة من فرص السوق الحرة للطاقة، وعلى سبيل المثال تشغيل الأحواض المنتجة للطاقة، وتوفير معلومات مستمرة عن أسعار الطاقة، والتجارة والوساطة في مجال الطاقة، وإدارة الطاقة.
