ردا على الفقرة 76 من شرح المادة 36 مكرراًٍ (الموازية للمادتين 29 و 30 الحاليتين الوارد في الفقرة 76) من تقرير لجنة القانون الدولي، تود هولندا أن توجه الانتباه إلى جملة “أما فيما يخص المكان المناسب للمبدأ العام للكف فمن المنطقي إدراجه قبل الجبر إذ ستكون هناك حالات يوجه فيها انتباه الدولة المسؤولة إلى انتهاك ما فتكف فورا عن هذا التصرف وينتهي الأمر عند هذا الحد”.
