At the beginning of 2003 a new bill was introduced to the Legislature under the title “An act to re-organize the Judiciary as the third co-equal branch of the Government; to designate the Judicial Council as head of a unified Judiciary; and to amend Titles 7 and 19 of the Guam Code Annotated relative to the Judiciary and its operations”.4 The Bill would introduce major modifications in the Guam judiciary system and it is currently under examination by the Legislature.
