وتعتبر بعض البلدان المنكوبة بالديون ومنخفضة الدخل ضمن “البلدان المختلطة” حيث يحق لها الحصول على الأموال من كل من البنك الدولي للإنشاء والتعمير والمؤسسة الإنمائية الدولية، وذلك مقابل البلدان الأخرى المنخفضة الدخل التي تعتمد فقط على المؤسسة الإنمائية الدولية واستفادتها محدودة من التمويل الخاص.
