وفي حين أن المادة 2 قد صيغت على أساس التزامات الدول الأطراف تجاه الأفراد باعتبارهم أصحاب حقوق بموجب العهد، فإن لكل دولة من الدول الأطراف مصلحة قانونية في أداء كل دولة طرف أخرى لالتزاماتها.
