One of the most important reasons is the lack of real political will to honour the moral commitments set out in those documents and in the agreed outcomes of disarmament conferences. The fact that no punitive measures or sanctions have been imposed against States that have violated those instruments reveals variable objectivity and neutrality.
وهناك عدة أسباب يمكن إرجاع الخلل إليها في عدم التزام بعض الدول والحكومات بهذه الاتفاقيات الخاصة بأسلحة الدمار الشامل والأسلحة النووية أو غيرها، من أهمها عدم وجود الإرادة السياسية الحقيقية للالتزامات الأدبية حيال هذه الاتفاقيات وما يتم التوصل إليه من خلال مؤتمرات نزع السلاح، وكذلك عدم توقيع العقوبات والجزاءات على جميع الدول المخلة بالاتفاقيات بنفس الدرجة من الموضوعية والحياد، حيث أن الكيل بمكيالين وغض الطرف عن دولة وتسليط الأضواء على دولة أخرى يولّد نوعا من عدم الثقة بهذه الالتزامات والاتفاقيات.
