In Carmelo Bonsignore v. Oberstadtdirektor der Stadt Köln, the Court indicated that grounds of public policy may only be invoked if they are related to the personal conduct of the individual concerned, and that reasons of a “general preventive nature” are not admissible.

As mentioned previously, in Carmelo Bonsignore v. Oberstadtdirektor der Stadt Köln, the European Court of Justice held that public policy grounds for expulsion may only be invoked if they are related to the personal conduct of the individual concerned, and that reasons of a “general preventive nature” are not admissible.
