In Mexico, article 31 of the Ley de Adquisiciones, Arrendamientos y Servicios del Sector Público provides that solicitation documents shall be made available at the address indicated by the procuring entity as well as by electronic means of publication established by the Government (available at http://www.funcionpublica.gob.mx/unaopspf/doctos/adquisiciones/leyadq.doc).
