In conformity with paragraphs 10 and 14 of the Final Document of the Non-Proliferation Treaty Review Conference, and in order to reflect accurately the whole range of measures taken by the nuclear-weapon States, the European Union proposes the insertion in the first tiret of the phrase “including the close-down and dismantling of nuclear-weapon-related facilities”, and the reference in a new tiret to the de-targeting measures taken by all five nuclear-weapon States.
تمشيا مع الفقرتين 10 و14 من الوثيقة الختامية الأخيرة لمعاهدة عدم انتشار الأسلحة النووية، وللتعبير بدقة عن كامل التدابير التي اتخذتها الدول الحائزة للأسلحة النووية، يقترح الاتحاد الأوروبي أن تُدرج في البند الأول عبارة “بما في ذلك إغلاق وتفكيك المنشآت المتصلة بالأسلحة النووية”، وكذلك إدراج إشارة في بند جديد إلى التدابير التي اتخذتها كل الدول الخمس الحائزة للأسلحة النووية للتوقف عن توجيه أسلحتها النووية إلى أهداف محددة.

For any reference in this category, the European Union would like to adhere strictly to the language agreed in the context of the Final Document of the Non-Proliferation Treaty (in particular for tiret 11, insert “as soon as appropriate”) and adding other relevant paragraphs 15/ sub-sections 11 (Ultimate objective of general and complete disarmament)-12 (Decision on Principles and Objectives of 1995)-13 (Verification) of the Final Document of the Non-Proliferation Treaty Review Conference, as well as paragraph 11 regarding efforts undertaken by a number of States to “cooperate in making nuclear disarmament measures irreversible, in particular through initiatives on the verification, management and disposition of fissile material declared excess to military purposes”.
ويود الاتحاد الأوروبي، بالنسبة لأي إشارة من الإشارات الواردة في هذه الفئة، التمسك تماما باللغة المتفق عليها في سياق الوثيقة الختامية الأخيرة لمعاهدة عدم انتشار الأسلحــــة النوويـــــة (وعلى وجه الخصوص، إدراج عبارة “في أقرب وقت مناسب” في البند 11)، وإضافة الفقرات الأخرى ذات الصلة في الوثيقة الختامية الأخيرة لمعاهدة عدم انتشار الأسلحة النووية، وهي الفقرة 15/الفقرة الفرعية 11 (الهدف النهائي المتمثل في نزع السلاح العام الكامل)، والفقرة 12 (مقرر بشأن مبادئ وأهداف عملية عام 1995)، والفقرة 13 (التحقق)، وكذلك الفقرة 11 المتعلقة بالتدابير التي اتخذها عدد من الدول “للتعاون في عدم إتاحة أي مجال للعودة عن نزع السلاح النووي عن طريق مبادرات للتحقق من المواد الانشطارية التي اعتبرت فائضة عن الاحتياجات العسكرية، وإدارتها والتخلص منها”.
