After an exchange of courtesies, in which Mr. Llanos (Chile), Mr. Dhalladoo (Mauritius), Mr. Al-Binale (Qatar), Ms. Kožar (Croatia), Mr. Fieschi (France) and Mr. Hreggvidsson (Iceland) spoke on behalf of regional groups of States, and in which Mr. Amorós Núñez (Cuba), Ms. Phipps (United States of America) and Mr. El-Shaksuki (Libyan Arab Jamahiriya) also took part, the Chairman declared that the Third Committee had completed its work for the main part of the sixty-third session.
بعد تبادلٍ لعبارات المجاملة، حيث قام السيد يانوث (شيلي) والسيد داللادو (موريشيوس) والسيد البينالي (قطر) والسيد كوزار (كرواتيا) والسيد فيشي (فرنسا) والسيد هريغفيدسون (أيسلندا) بالتحدث باسم مجموعات الدول الإقليمية، وحيث اضطلع السيد أموروس نونيز (كوبا) والسيدة فيبس (الولايات المتحدة الأمريكية) والسيد الشكشوكي (الجماهيرية العربية الليبية) بالمشاركة اللازمة، أعلن الرئيس أن اللجنة الثالثة قد أنجزت أعمالها فيما يتصل بالجزء الرئيسي من الدورة الثالثة والستين.

Mr. Shakshuki (Libyan Arab Jamahiriya) said that, according to the report on the composition of the Secretariat (A/60/310), as at 30 June 2005 17 Member States had been unrepresented, compared with 15 in June 2004, and 9 Member States had been underrepresented, compared with 10 in June 2004.
السيد الشكشوكي (الجماهيرية العربية الليبية): قال إنه وفقا للتقرير المتعلق بتكوين الأمانة العامة (A/60/310)، كانت 17 دولة من الدول الأعضاء غير ممثلة في 30 حزيران/يونيه 2005 مقابل 15 دولة في حزيران/يونيه 2004، و 9 دول أعضاء ممثلة تمثيلا ناقصا مقابل 10 دول في حزيران/يونيه 2004.

Pursuant to rule 15 of the provisional rules of procedure of the Security Council, the Secretary-General wishes to report that he has received a letter dated 14 August 2008 from the Permanent Representative of the Libyan Arab Jamahiriya to the United Nations stating that Mr. Mohamed El Shakshuki has been appointed alternate representative of the Libyan Arab Jamahiriya on the Security Council.
عملا بالمادة 15 من النظام الداخلي المؤقت لمجلس الأمن، يود الأمين العام أن يفيد بأنه تلقى رسالة مؤرخة 14 آب/أغسطس 2008 من الممثل الدائم للجماهيرية العربية الليبية لدى مجلس الأمن يذكر فيها أن السيد محمد الشكشوكي قد تم تعيينه ممثلا مناوبا للجماهيرية العربية الليبية في مجلس الأمن.

Mr. Elshakshuki (Libyan Arab Jamahiriya) said that his delegation had joined the consensus on the understanding that references to sexual and reproductive health services in paragraph 7, subparagraphs (n) and (o) of the resolution did not include anything inconsistent with the Islamic sharia or his country's national legislation, and in particular did not include abortion, which was permitted only in specific circumstances.
السيد الشكشوكي (الجماهيرية العربية الليبية): قال إن وفده انضم إلى توافق الآراء على أن يكون مفهوماً بأن الإشارة إلى خدمات الصحة الجنسية والإنجابية الواردة في الفقرتين الفرعيتين (ن) و (س) من الفقرة 7 في القرار لا تتضمن أي شيء يخالف الشريعة الإسلامية أو التشريع الوطني لبلده ولا يشمل على وجه الخصوص الإجهاض المسموح به فقط في ظروف معينة.
